The Public Rating comes from a multidisciplinary research team. The determination of the Indicators to be considered, the scores and weights to be attributed, the thresholds for defining the Rating classes, was created on the basis of the skills and experience of the research managers, who, in addition to being founders of Fondazione Etica, they boast over twenty years of research on ESG sustainability (environmental, social, governance) of corporate business, governments as issuers, fund managers.

The proprietary methodology of REP is based on information published by Public Administrations and public databases, as well as by the media. It translates qualitative data into quantitative indicators, assigning each issuer a score and a rating. Use an objective, sector-based and best-practice oriented approach.

The Public Rating is applicable to all Public Administrations. In Italy and in all the countries of the world. The prototype is protected by copyright and by the registration of the related trademark and logo:


AREAS OF ANALYSIS, CLASSES OF RATING AND BENCHMARK

In summary, the Public Rating evaluates PAs on 6 Areas of Analysis:

– balance,

– governance,

– personnel Management,

– services and relationship with citizens,

– tenders and relationships with supplier companies,

– environmental impact.

 

Each area is presented in indicators, from fifty to a total of 100, depending on the type of product report.

A score (score) is assigned to each Indicator and Area on a 100 basis, after which a mathematical algorithm allows to process the final Public Rating of the single PA (Municipality, Asl, Region, Ministry, Chamber of Commerce, etc.).

The evaluation is divided into 8 scores, divided into 6 Rating classes, ranging from F (Fallible) to PPP (Very Good).

In order to make the scientific instrument immediately comprehensible to everyone, each Public Rating is matched with a logo depicting the number of municipal banners assigned: the greater the number, the better the Rating.

The final score can be disaggregated for each of the six areas, so, for example, it may be that a Ministry excels in governance, but not in the relationship with citizens. The score can also be broken down by individual indicators.

On the basis of the Rating obtained, the individual Administration is positioned within a ranking (ranking) relative to its type of PA (for example, the Municipalities): it will thus be possible to measure its distance from the reference benchmark, consisting of the best Rating possible at that given moment in that given type of PA.
